Well, if you have broadband you could run your own webserver - but check with your isp about their policy on running servers....
You need some webspace... a domain name is optional if you are using your isp's freebie webspace, then depending on the services offered on the webspace you will need a bulletin board package like this one.
Bandwidth would not be much - but you have to keep a close eye on it.
How are you on html and php coding?
