Are you on a network and do not have admin privileges. You have to be the admin. or have admin privileges. Also make sure system restore in services is not turned off.

Vakas i have cross checked this solution before replying and it is perfectly working for me here on XP Home Edition
    here is solution
    Start the registry editor (regedit.exe).

    Go to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\SystemRestore.
If a "DisableSR" value doesn't exist, go to the Edit menu, select New, DWORD value, and create the value.
Set the value to 1 to disable System Restore or 0 to enable System Restore.

Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\sr to prevent the System Restore service from starting.

Double-click Start, and set the value to 4 to stop the service from starting or to 0 for normal startup. Close the registry editor.

hope it works for you aswell

Did you check as I suggested? Also you may want to run a online virus scanner since it has been known viruses can cause this also.

Yeah I went into the registry and tried changing the values to enable and disable System Restore. It work but it is still grayed out in windows.

I run a virus scanner frequently and there a no virus ever been found.

Also check that the services has not been stopped in your services in administrative tools.

Stop the system restore service, set it to manual, reboot.
Set the system restore service to automatic, reboot.
Is it still grayed out? If so, check the dependencies.
