Wondering what the best free download to stop popups on Windows xp system was.

I don't want an IE battle here but just try using Firefox as your browser. Run your spyware apps first and us MS Antispyware for preventitve and adawre and spybot for removal.

I get one pop up and I get it at the same sight every time and it dose'nt matter what I do to prevent it.

IE6 has a built-in popup blocker if you have SP2 installed in XP. You could install toolbars from Google, MSN and Yahoo, which have popup blocking, but none of these are perfect. Don't install them all unless you actually like surfing in a letterbox though
Firefox (which I use for nearly everything) has a popup blocker, but that too isn't infallible.
The people who create the popups invest a good deal of effort into bypassing popup blockers.
Avoiding warez and porn sites will go a long way too
