The file c:\dos\vfintd.386 is a dos 6.22 file - was this machine an upgrade from dos or windows 3.1 to windows 95?
You need to boot with a floppy that has cdrom driver support www.bootdisk.com will give you a downloadable version you can use. Then run setup from the cdrom and install over the top.... because you can bet your bottom dollar that the vtfintd.386 file is just one of a long list that windows is suddenly missing.
Unless you can get a firm idea of what was deleted, I recommend reinstall.

I agree with NooNoo,but you can try this also,
download a Win98 Boot Disk.
http://www.bootdisk.com/bootdisk.htm
Put in the floppy ( you might have to go into your CMOS Setup usually by pressing the Del Key when your system is booting up. Make sure under boot sequence you have the floppy drive as 1st boot device.)
when the floppy boots to the A:\ prompt type cd\ this will give you a c:\ prompt...
type scanreg /restore with the only space behind scanreg...enter and choose date to restore...type exit.
If you choose a date to far back you will loose the use of any programs you installed after this date, so try to remember when the files were deleted and go back a few days.
But I think like NooNoo says, it's best just to re-install '95.

That depends on what drivers you require - the 98cd does provide alot of drivers, unfortunately there are alot more devices that need drivers that can be fitted on a 98 cd.
Download thiseverest home edition (free) Save it and put it on the 98 machine when you have 98 loaded. It will give you alot of information about your motherboard and other devices - post the results and we can help you find the drivers you need.

That wil depend on exactly what type of cdrom The win98 setup flppy has a lot and it will indicate before you ever get to setting up windows if it can enable the cdrom. As shown in the first couple of screenshots of the fdisk format tutorial

Ok i would try downloading this disk
http://www.mbhs.edu/~jaosborn/boot98sc.exe
Save it to a computer then when thats done.
Doubleclick the file and have a floppy disk ready.
Itwill make a new startup disk with i think possibly more cdrom drivers
Try it and see if that will enable the cdrom.
On boot with this new disk please note what LETTER is assigned to the cdrom.
It is usually R and it calls it a banana drive
Switch to R and it should be the cdrom with the win98 cd in it .
