Working at the command prompt
I just started using Win XP Home and noticed that when I boot with a bootable CD and try to make a directory with MD, it does not work, giving me an error message.
In fact, it doesn't work when I use Microsoft's Recovery Console either.
For that matter, I couldn't get the copy command to work in the Recovery Console.
Can somebody tell me why this is? Thank You.

Pretty much because the recovery console (and windows xp) is not dos based. Windows does have a dos emulation in the os, but the commands that work in the recovery console are here

Those commands were listed
The list that you just referenced in your link does indeed include the commands MD and Copy. So my question remains unanswered. Why couldn't I use those 2 commands in Recovery console.
When I tried to make a directory, the msg I received was:
"Access is denied."
When I tried to copy a final from the DVD drive to C:\windows, I received the message:
"The file could not be copied."
When I tried to copy it to C:\downloads, the msg was:
"Access is denied"
I recently read something about the "AllowAllPaths" variable. But I can't use the Set command in Recovery Console. I get the message "Set command is disabled."
Please let me know any ideas you may have. Thank You.

Where are you trying to make a directory?
the mkdir command only operates within system directories of the current install or the root directory of a partition.

More info
To the root of C:
At C:\, I typed "MD Test" and, as I said before, it failed.

the syntax should be mkdir [C:]path

MD is just as valid as mkdir. If you type help in the Recovery Console, it lists MD as a valid command.
And whether I write md c:\test or md test (while at the c:\ prompt), I get the same error message.
