I think I was back in the same boat with you. I too saw a change for "a good day" or two, then back to the same old link hanging behavior. Since then I restored the previous IE config to IE 5.5, and have been running just fine since. I think it's a IE 6 issue
Try going back to 5.5 I don't think it's a ISP, Modem or Phone Line issue. IMHO.

There is a javascript bug in IE that may be the cause of your problem. I have it on my machine and I've seen it on others, but there are definitely machines that seem to be unaffected.
The problem lies in the window.open() function. If you pass a non-null window handle (the second argument) to that function, IE hangs for 5-30 or so seconds, until the new window pops up. However, if you don't name the handle (pass a null value as the handle), the window will pop up instantly. So, it depends on how the webmaster of whatever website has coded the function... if they've named the handle, it'll temporarily hang IE.
I put a simple test page demonstrating this on my website: <a href="http://nodivisions.com/javascripttest.htm" target="_blank">nodivisions.com/javascripttest.htm</a> . Try it out and let me know how it goes.
