User Restrictions
I want to change the rights/abilities/options for a user account in Windows so that they are not able to make any changes to the History files or options, temporary internet files, cookies, or cached files for Internet Explorer and/or Mozilla Firefox. Meaning, they can't delete anything from any of those folders through the browser or through the Local Settings folder, nor can they change any of the options designating what is saved or not saved.
I already have a program called CyberSitter installed, but it's not quite doing it's job as well as we had hoped.
Can someone please help me figure out how to do this?

What you need is to set a policy restricting users from changing the settings you mentioned. most of the things are to be found in group policy
