it is normal for the fan to run just at startup and then cut out. The fans are thermally controlled, so they will only turn on when things get hot enough. You should be able to just blast the fan and heatsink with compressed air to remove the dust/crud that is blocking normal airflow.
Also, most of these new laptops have 3 states for the fan. Off, low and high. If the fan is only on low, it is doubtful that you will hear it run.
