In my experience, slot 1 shares with the onboard video or agp socket...
You want to use slot 2 or 5 (and, for the moment, pull the other pci cards you have.)

Now I have new information about my card. I tried disabling plug and play in the bios and that did not do anything. I also move d the card down to the second pci slot. No luck. I'v done a complete system restore using the hp disk, and now windows automatically detected it as a 3d rage pro agp 2x. I originally believed it was rage xl because of the installation disk that came with it. I am still getting a code 12. I also tried downloadin gthe most current
software for the ati site and installing it, and I am getting the blue screen of death when I try to install it.

This device cannot find enough free resources that it can use. If you want to use this device, you will need to disable one of the other devices on this system. (Code 12)
Recommended resolution
Two devices have been assigned the same I/O ports, the same interrupt, or the same Direct Memory Access channel (either by the BIOS, the operating system, or a combination of the two). This error message can also appear if the BIOS did not allocate enough resources to the device (for example, if a universal serial bus (USB) controller is not an interrupt from the BIOS because of a corrupted Multiprocessor System (MPS) table).
You can use Device Manager to determine where the conflict is and disable the conflicting device. On the General Properties tab of the device, click Troubleshoot to start the Troubleshooting Wizard.
Have you used the troubleshooter to work out where the conflict is?
Can you post the full details of these blue screens?

Is there anyway I can use pc doctor program that came with my hp to trace this problem?

The easiest way to check the card is to put it in another PC and see if you get the same result. If you do, it's faulty.

I do not have a second computer I can try the card on,but when I try to install the driver an event log is generated. The message that I get is"The bugcheck was : 0x1000008e (0xc0000005, 0x804d90aa. 0xf46acba8, 0x0000000). A dump was saved in c\\WINDOWS\Mini052908-01.dmp. I cannot view the event log with any programs that I have.

this is the MS article about that fault. Given what you have told us, it would imply that the video card has bad memory on the card.
What are the exact details written on the blue screen?

The bluescreen comes and goes to quick to be able to see anything.

Turn off automatic restart then!
Right click my computer, select properties, click on advanced tab and then the startup and recovery options button at the bottom. In the lower 1/3 of options, uncheck "automatically restart". Apply and OK and the next time it will not restart and you can read the blue screen at your leisure.
