You mean you want to be able to run User Manager for Domains (usrmgr.exe), not the local user manager (musrmgr.exe , I believe).
You have several options:
1. Install the server tools from the NT4.0 Server CD to your workstation. Files are found in x:\Clients\Srvtools\Winnt
2. Donwload off of the web: <a href="http://support.microsoft.com/default.aspx?scid=kb;en-us;Q173673" target="_blank">Windows NT Server Tools for Windows NT Workstation 4.0 Available (Q173673)</a>
3. Find a PDC, BDC, or even a member server, goto the share \\servername\admin$\system32 (must have admin permission to attach to the admin$ share), and search for usrmgr.exe, and for that matter, srvmgr.exe (server manager), and copy them to your workstation. If you copy the files to your %systemroot%\winnt\system32, it can be accessed easily from the run command in the start menu. Or, wherever you put it, create a shortcut on your desktop for easy access.
