I'm looking for a traffic monitor
Is there a program I can get to run on my computer that would check traffic though my (home) network? I seem to hit a lot of lag times recently and I want to see if it is my computer, my network, or my ISP.

Lot's of white hat/black hat tools bundled here:
http://www.remote-exploit.org/backtrack.html
The focus is on security testing. But there are network analysis tools, like wire shark, included.
I don't understand exactly what you are looking for though.
Some good stuff here too:

I think something may be hoging down my home network's bandwidth so I'd like to be able to run something from my computer to monitor traffic (and spikes) that go though my router (simple router - LinkSys 4 port wired / wireless router).
