hec X-Power Pro 650 Top or Bottom
I'm rebuilding my PC and I was stuck on finding out if this PSU fits on top or on bottom because the picture on newegg shows on top but when I google it I see it on the bottom.
Would this fit in my Case ????????????

Where the PSU mounts is a function of how your case is designed, so in the Cavalier 3, the power supply mounts up top. The X-power would fit, because power supplies are virtually all made to standard form factors, and cases are made to accommodate them.
One problem with inexpensive power supplies is that often times the power connectors are really short. And yes, that may cause problems getting everything connected. Mainly, though, cheaper PSUs tend to be built to a "just good enough" standard or even "barely good enough". If I were you, I'd spend at least another $20 and move up to an OCZ 700. Sparkle, Thermaltake, Corsair, and Seasonic are good brands.
Not only is cable length more reasonable, you get more reliable performance. A PSU that has a catastrophic failure can take out the motherboard, CPU, and other components. You really don't want to cut corners here.

The power supply on bottom layout is getting increasingly popular. Antec uses this design in their Performance series and their gaming cases. Lots of these cases use an internal air dam to isolate the power supply from the rest of the case and provide dedicated airflow for the PSU.
For lots of cheaper power supplies, that can be a real problem. I worked on a home-built system recently than was in an Antec 300 case and included a Coolmax 650 PSU. The power leads were so short that it would have been impossible to connect the motherboard, except that Coolmax had included extenders and adapters with the power supply. My primary office machine is in an Antec 300, and my OCZ 700 had plenty of length for the power connectors.

I believe that Antec power supplies are currently manufactured by Seasonic, which has an excellent reputation, so I'd say you made a good choice.

Pricing for award-winning PSU's like Corsair, OCZ, etc. is very little more than the Rosewill. I'll tell you straight out that based on a couple of Rosewill PSUs I've dealt with in customer machines, that I will never, under any circumstances ever buy, let alone sell, any of Rosewill's power supplies.
