I wanted to bring this up since it was a problem I had quite a while back and just happened recently on a fairly new PC. You click on a link, a new tab opens up and it stays blank. as befroe, did all sorts of tests for malware, infections, corrupt files, and reset of all items in IE. No go. Suugestions here were excellent by did not correct the problem. Using Firefox or Chrome worked but clients were not happy with this.

(Solution) - After countless hours of research and rewording different ways in Google search, I finaly found THIS and what a hppy camper I became. It worked like a charm for both IE8 and IE9. Hope this helps for others out there as well.
