Just came across a similar problem with a VIA MVP3 chipset. Apparently VIA doesn't have a good marraige with USB. This is from EPOX's site:
.......Windows 98 may show messages like "IRQ steering disabled" and "IRQ table has some errors" when USB is enabled in the BIOS using VIA chipsets. The reason is that the BIOS does not report the USB device in the IRQ routing table. Windows 98 will detect the USB device but will not find the USB device in the IRQ table, thus will disable IRQ steering. This will not affect system stability. Windows 98 will not route IRQ's by itself and will instead use IRQ's routed by BIOS.......
But, since you need USB, check to see if you can set an IRQ for it in BIOS, it might be trying to share with the VGA IRQ, try disabling IRQ for VGA.
Good Luck,
Charlie

There are two PCI cards that I know of that may help... They make USB ports
SIIG & Integra (these have the Intel chipset) and can manage to outdo the VIA.

Geezer
You can get the usb drivers to work with VIA boards but unless you install the patch on the via site I doubt you'll have much success. Try disabling PCI steering (a Property of the PCI bus) BIOS will do this job for you anyway.

Go to http://www.viatech.com and download the Via 4 in 1 update it includes
IDE Busmaster (2.1.39)
VIA AGP 3.52
IRQ Routing Driver (1.3a)
VIA Registry (ACPI).
These should cure your problems.
