Post Exhange Server: Send on behalf of

Here's a serious one for you guys. I am running Exchange Server 5.5. One of our Execs needs to send email "from" the CEO. This is all approved by the higher ups, so security is not an issue. In Exchange, you have the option to give "Send on behalf of" permission to another user. If you do that however, in the "from:" field, the email is "From: User1 on behalf of User2". I need to get rid of that message (it is unacceptable to management) and have it just say "From: User2." I am about to tell them it is impossible (I cannot find any documentation on getting rid of or editing that message) but I thought I'd bounce it off of you guys first. About the only solution I see is logging on to the execs machine as the CEO and sending the mail from his Outlook profile. But that may be too much work for the suits, ya know?
