Have you tried looking on more than 1 ME machine? I don't think either is part of a regular install. I'm working on an ME box now and it has niether sysedit or sfc. Just copied sysedit from a 98SE drive and it worked.

well, sfc is gone because ME is using that pc health crap so system files are automatically restored. and as far as I can figure out sysedit is gone because you can edit win.ini and system.ini through msconfig with little access to autoexec.bat and config.sys...but hey, its just my best guess
