I have had this same issue with about 5 computers all laptops but don't think it's limited to just laptops. It is apparently due to a few different thing's which all lead to the update manager not working after the install of sp3 because it doesn't register itself once installed. One reason for this is installing SP3 directly after a new install of XP without a reboot. Her is my thread: http://forums.windrivers.com/showthread.php?t=82359
Here is another thread elsewhere: http://forums.techarena.in/windows-update/996779.htm
I have yet to resolve the issue.

Yes I have tried this already and it didn't fix the issue. Only way I have found is to remove sp3 and then you also have to do what you suggest here CCT to get it going again with sp2. I think the solution here install all the drivers for your hardware prior to sp3.
