I want to thank everyone for the assist. The problem is finally fixed. It turns out that the printer had to be plugged into a line splitter. In other words, the splitter has a connection for line 1 and a connection for line 2. Even though I have only 1 line, it has to do with something on the fax circuit board and the way it is made. Go figure
